About Us

  • Single Window Clearance System (SWCS) is an initiative by the Ministry of Coal to provide a unified platform for obtaining clearances needed for coal mine operationalization in India.
  • These clearances include Mining Plan approval, Mine Closure Plan, Mining Lease, Environmental and Forest Clearances, Safety, Rehabilitation, and worker welfare.
  • Currently, many clearances are processed offline, requiring project proponents to approach multiple ministries and departments separately, causing significant delays.
  • Different clearances involve varying procedures and applications, which adds confusion and slows down mine commissioning due to a lack of centralized guidance.
  • SWCS aims to map all required approvals and application workflows—both Central and State—into a single digital portal to streamline the clearance process.
  • This initiative supports the Government of India’s goal of enhancing the ease of doing business and accelerating coal mine operationalization and production.
